Ah. When you write “100% of the population is not vaccinated” that’s ambiguous. It can either mean ‘nobody is vaccinated’ or ‘not everyone is vaccinated’.
No, I was asking you for clarification.
Nowhere else has vaccine mandates yet AFAIK so pretty much anywhere would be better in that regard.
Sweden and Denmark are good from what I hear. There are also several states in the US that are good (e.g. Florida and Texas), for those who can come to the US.
