That question is rather broad – could include animal and plant life. I take it to mean something like 'Do you not want ppl to live?', correct?

I encourage ppl not to break the law in general but to resist tyrants. Ppl should have a right to life, liberty and the pursuit of happiness. This woman shows courage in the face of a tyrant with overwhelming power against her; that's rare.

Correct, what's within double quotes is what the scientists said in the linked article. What's in single quotes is an imagined/scare quote by an imaginary tyrant.
(I tend to use double quotes for literal quotes only and single quotes for imagined/scare quotes.)

Coercion is also used when persuasion isn’t entertained as an option. Eg by those incompetent at persuasion (government, parents).
